  1. Data content is available to all stakeholders that has adequate rights.
  2. The source code that are used to manipulate the data must be known by all stakeholders.
  3. The identities of stakeholders who might see or change the data must be traceable.

All the above transparency conditions should also satisfy available means to guarantee privacy and security policies.
