Scale, or physical scales can happen on a nano meter, nano second physical scale, or at an astronomical distance or hundred million years in scale. The nature of decisions are scale-free.
In data-intensive applications, scale-free is an important design condition, one good example of scale-free software design is the World Wide Web.
