The requirement of data availability implies that the most direct learnable activity is the ability to consistently collect and label the source of data, so that it becomes possible to systematically provide data for the measurement and comparison of learning assessments. The actions or activities of data collection is an essential part of PKC. For starters, one can delineate the data collection activities into three generic category:

  1. The activity of operating and maintaining PKC as a personally-owned data appliance.
  2. The activity of operating and maintaining PKC as a community-shared data appliance.
  3. The activity of assessing and proposing where, how, and when to operate PKC given various data collection needs.
