[[{{PAGENAME}}]] is a Web 3.0 inspired project started in Indonesia but designed as an inclusive model for the rest of the world. Knowing that the health conditions of social and economic developments dependes on the adaptiveness of supply chains, making all segments of the inter-connected supply chains to attain adequate and timely knowledge would be the only rational and  sustainable solution. [[{{PAGENAME}}]] is a knowledge management platform that integrates humans, organizations, and computing networks, it creates a new knowledge dissemination protocol to extend the Knowledge Production Workflows using ubiquitous computing devices, such as personal laptops, smart cellphones, low-cost single board computers, and open source software/data sharing practices.
The most noticeable aspect of [[{{PAGENAME}}]] is its data-centric knowledge representation. The [[World Wide Web]] inspired us to use [[causal-relation]] as a universal data format to encode content knowledge of any kind, leveraging the already mature Web Browser industry standards, it is possible to deliver almost any kind of content knowledge using standadized browsers. This Web-based data transportation and presentation architecture, needs to be continuously developed and operated by human talents who understand the compositional expressiveness of these [[causal-relations]], often encoded as [[hyperlink]]s. But its true powers has been hidden in mathematics, geometry, and artistic expressions that has been traditionally taught in conceptually isolated curriculum. This means that we can provide this foundational Data Science knowledge content (invented by Indonesian Scientists, Dr. Yohanes Surya), and a Highly Scalable and Open Sourced, Decentralized Security Service (Keycloak/Kerberos-like Authentication/Authorization functions), and Domain-Specific Data Analytics with locally verified or personally owned data content. This will massively leverage the nature of Indonesia, being a country with highly distributed geography and diverse culture groups.
Once we start three base campuses or cities to run this experiment, we can demonstrate the Science of Governance using up-to-date Data Technologies.

Backgrounds

Web 3.0 is the superposition of three layers of networked data.

  1. Web 1.0 creates faster lifecycles of data exchange, as the clock-speeds of data exchange increase, more transactions and business opportunities arise. Therefore, faster clock speeds in data exchange and processing physically creates new accounting practices, therefore transforms the way asset is being recognized. This means project/time management practices must be updated as data exchanges across the Web as faster data processors and data transmission becomes available.
  2. Web 2.0 is about user generated content. By capturing the transactional data and meta data about many end-users, the data themselves become a new kind of asset, therefore created large centralized companies to sift through this new asset pool to mine for value. This data mining/sifting process is a way to conduct quality control practice on data, therefore, the algorithms and qualify control techniques determines the scalability of Web 2.0 business.
  3. Web 3.0 is about distributed security model, made feasible with technologies such as blockchain[1], Non-Fungible Tokens(NFTs), and most recently, PKC. The opportunity arises when data assets can be governed by individuals, as long as they learn the basic use cases and basic properties of data security best practices.

Rationale for W3T3

The rationale of W3T3, is to create a data science literacy program that fundamentally shifts the knowledge architecture for Indonesians, so that they can quickly adopt Web 3.0 enabled technologies and even create more innovative technologies based on the foundation of data sciences. Indonesia has many secret ingredients to conduct experimental programs that cannot be done by any other nations. The advantage of Indonesia over other countries includes the following reasons:

  1. A large, and young population: See Indonesia Population Distribution.
  2. An integrative curriculum that grounds math, literacy, business, and scientific knowledge content in the context of modern data-science. This modernized curriculum has been practiced in Indonesia for 20+ years, and it needs to be scaled up and equipped with Web 3.0 infrastructures to propel Indonesia's economic and social excellence.
  3. A low-cost, yet distributed geography, with cheaply available data processing hardware and software that can serve as a data asset exchange platform for a broad range of applications.

As a Data Science knowledge dissemination project, W3T3 has the following unique features:

Democratize Data Ownership

  1. Present Data is the Asset! as the modernized intellectual framework in the Web 3.0 era. This slogan resonate with recent world-wide events since trust-worthy data and information warfares are on top of everyone's mind[2]. Defining a globally accessible curriculum that broaden data science literacy to all people would be highly relevant to global leaders and average citizens. This slogan will demonstrate that Indonesia is a forward-thinking nation that is addressing the needs of the modern era, and the current administration is mindful of education and technology literacy. We can use G20 as a platform to demonstrate that other national leaders do not have minds strategically focused on data science as Indonesia's administration. This can also help Jokowi to define his presidency as being educationally oriented.

DevOps as a Data Literacy Skill

DevOps orientation: An explicit division between activities on Content Development (Dev) and Training Service Operations(Ops). This DevOps-oriented approach to Web3.0 Content Development and Service Operations would maximally leverage the industrial practices and operational expertise. The focus of the DevOps-oriented approach is to streamline the content development to increase the clock speed of update cycles, while not sacrificing the quality of work.

Measurable Learning Results

Focus on Measurable Learning Results: This program explicitly operates an incentive system that rewards content creators to help citizens to pass data science related qualifications. Knowing that data science related skills and knowledge can be interactively measured using scalable, online data intensive infrastructure, it is possible to reach out to a large number of people in a short amount of time.

Highly Reputable Instructors and Thought Leaders

Invite world-leading experts to review and improve the content. Engage with leading Youtubers who present high quality and high viewership content. These thought leaders will help define that Indonesian government is strategically engaged with this data science community. Leveraging the upcoming G20 event, we can invite some of these top data scientists in the world to push the case for personalized data ownership as a globally accepted cause for more trust-worthy and transparent public data. At the same time, having a focus on data security and privacy as the main thread of curriculum, will naturally fit the needs and operational requirements for getting more people to adopt Web 3.0. It is important to note that cybersecurity is considered to be the most prominent content in this curriculum. This will be the main thesis of how to teach data science in terms of asset management.

Open Sourced Personal Data Applicance

Develop a set of low-cost, yet highly distributed, symmetric data appliances to serve both individual and community functions, will give citizens a platform to better practice their data science knowledge, at the same time benefit practitioners with real social, economic and intellectual gains. Specifically, deploying Personal Knowledge Containers (PKCs) as a scalable data asset containers that can be run on a wide range of devices, while giving every person a self-sovereign data domain. This will be a unique feature to be articulated as a national policy originated by Indonesia as a nation.


Approach the Science of Governance through Trust-worthy Data

The well-known adage:"Garbage in, garbage out!" states the necessary condition for attaining trust-worthy data before rational decisions can be made. In the Web 3.0 era, where real-time data is almost considered to be overwhelmingly innundating human cognitive capacity, enabling citizens to have egalitarian access to the knowledge of data governance, is an inevitable step for establishing fairness and equality in social order. W3T3 is an attempt to deliver that intellectual platform through low-cost, accessible content knowledge about data and computation, so that everyone in the world could benefit from the power of Moore's Law[3].
