Activities are considered to be learnable, when their performance characteristics can be measured and compared, so that one can distinguish whether some degree of learnability has been achieved. This also requires the collection of non-biased data sources to support the learnability claim.
The requirement of data availability implies that the most direct learnable activity is the ability to consistently collect and label the source of data, so that it becomes possible to systematically provide data for the measurement and comparison of learning assessments. In other words, the first and foremost learnable activity is data collection.
The actions or activities of data collection is an essential part of PKC.
