PKC namespace

A namespace dedicated to PKC should include the following:

1. The Official PKC Page that guides everyone to start using PKC.
2. The set of roles that users of PKC can play.
   1. PKC Roles
3. A set of resources that must be backed up and restored regularly.
   1. Data Accounting Extension as a Git Submodule
4. A set of scripts that must be known and run for users.
