The Stationary Action Principle, a.k.a. the Principle of Least Action, is a declarative style, or stationary/a-temporal kind of statement about energy allocation.
This can also be articulated in topological terms, as a form of convergence. Conceptually, it could be thought of as a limit/colimit of possible paths.
